The \u00c5land Islands gambling framework<\/strong> is administered by the \u00c5lands Landskapsregering<\/strong> (Provincial Government of \u00c5land) under Landskapslag (1966:10) om lotterier. We classify the \u00c5land framework under our licensing methodology<\/a> as a niche autonomous regional regulator operating a single-operator monopoly model through \u00c5lands Penningautomatf\u00f6rening (PAF)<\/strong>.<\/p>\n \u00c5land is a Swedish-speaking autonomous archipelago of around 6,700 islands and skerries situated in the Baltic Sea between Finland and Sweden. The region has held internationally guaranteed self-governance since the 1921 League of Nations resolution, with its own regional parliament \u2014 \u00c5lands lagting \u2014 empowered to legislate on \u00c5land-specific matters including gambling.<\/p>\n PAF was established in 1966 by \u00c5land charities under Act of \u00c5land 1966:10 \u00a7 5. The operator’s not-for-profit charter directs gambling profits to \u00c5land’s third sector, with proceeds distributed to non-profit associations on the islands through a government contract.<\/p>\n The operator employs hundreds across Europe, is headquartered in Mariehamn (the \u00c5land capital), and holds ISO\/IEC 27001 information security certification covering its online gambling and player data management.<\/p>\n \u00c5land licensing has been structurally restructured in the past two years. Between 2016 and 2024, the Lotteriinspektionen \u00c5land<\/strong> (\u00c5land Lottery Inspection) operated as an independent supervisory authority under Landskapslag (2016:10) om Lotteriinspektionen.<\/p>\n On 1 January 2024, the Lotteriinspektionen was dissolved when its enabling statute was repealed. Lottery supervision and anti-money laundering oversight in the gambling sector now sit directly with the \u00c5lands Landskapsregering under amended \u00a7 5a of Landskapslag (1966:10) om lotterier.<\/p>\n The AML supervisory transfer was reinforced by Republic of Finland Presidential Ordinance FFS 478\/2024, which assigned supervisory authority over \u00c5land-licensed gambling associations to the Provincial Government per Chapter 7 of the Finnish Anti-Money Laundering Law (FFS 444\/2017).<\/p>\n One important nuance: the \u00c5land licence covers \u00c5land-based operations only. PAF’s parallel operations in Sweden, Spain, Estonia, and Latvia are licensed by those host regulators \u2014 Spelinspektionen, DGOJ, EMTA, and IAUI respectively \u2014 through separate legal entities. The \u00c5land licence does not export to those markets.<\/p>\n We frame \u00c5land licensing honestly: it offers less player recourse than tier-one EU jurisdictions<\/strong>. There is no independent ADR scheme equivalent to the UK’s IBAS or Malta’s Player Hub. Player complaints route through PAF’s own channels and then to the Provincial Government’s gambling supervision office.<\/p>\n PAF maintains operator-level responsible gambling tools \u2014 deposit limits, time-outs, and self-exclusion \u2014 within its own platforms. The not-for-profit charter also funds RG initiatives through the third sector allocation model, which provides a softer protective layer than statutory consumer-protection mandates.<\/p>\n Anti-money laundering oversight runs through the Finnish AML statute (FFS 444\/2017) Chapter 7, with the Provincial Government empowered as supervisor for \u00c5land-licensed gambling associations and any operators forwarding participation fees to those associations.<\/p>\n PAF’s ISO\/IEC 27001 information security certification provides additional structural credibility for player data protection \u2014 an operator-side credential layered on top of the relatively light regulatory minimum that comes with a single-operator autonomous monopoly model.<\/p>\n Compared to the UKGC’s competitive licensing market<\/a>, \u00c5land operates a fundamentally different model.
